WCST Import should support:
- Skipping failed requests after retrying
- Retrying failed requests a number of times
- Selecting only parts of the input based on geospatial criteria
- Keeping track of ingested files so one can run the import several times after one has added more data without manual filtering
in order to make the earthlook migration easier.
