Move log4j.properties into petascope.properties

Description
I think it would be better to move the settings from log4j.properties to the petascope.properties, any thoughts?
Would be good to reduce the number of configuration files.

agreed. Also, file extensions are not always homogeneous. A general cleanup is advisable.
But this is a non-compatible change, so we can do this for 10.0.
