Control lockmgr via configuration parameter in rasmgr.conf

Description

Right now the lockmgr is either enabled or disabled during compile time, with the —enable-tilelocking configure option.

This configuration option should be deprecated, and instead an extra parameter to rasserver should be added, which allows to add —enable-tilelocking after the -xp parameter in rasmgr.conf, allowing to enable/disable tile locking at server startup.

They are separate issues, it would be better to have different patches.
