Description
From discussion on the dev list here a separate list where to direct only "patch applied" messages has to be set up to improve housekeeping of the dev list, focusing it just on tech discussion.

Peter, would you create the list (for ownership consistency with the other ones) and give me admin rights so that I can manage that one?
Next the trac and the patch manager have to be configured to send notification mails there to keep the dev list clean for discussion

Alan, you have access rights for the patchmanager, so you can update that once the mailing list is alive.

I think also ticket status change messages should probably be directed to that same list to have some consistent flow of patch/ticket updates.
