Petascope should run with caches as background threads

Description
When starting, petascope waits until caches are loaded to memory. This can cause a problem, if SECORE is not started yet at the sametime when petascope needs it.
So, the caches to load coverages / layers can be run in backgrounds and will not make petascope stop, even if the caches are empty.
