wcst_import - remove the .resume file if it exists, but the coverage doesn't exist anymore

Description
For example in a folder, if .resume file exists and the coverage in ingest.json ingredients file don't exist anymore (it was deleted). Then, wcst_import should remove this .resume file and starting from the scratch.
