petascope: remove hard-coded logging file

Description
When petascope starts it uses temporary log4j configuration with hard-coded path to /opt/rasdaman/log/petascope.log
If this path is not writable (as usual from system tomcat), this causes a confusing error in cataling.out. So a better way is need to determine this startup logging file.
