Petascope serves demo web pages from external resource folder which is out of rasdaman.war

The demo here is, for example, Earthlook demo which one can access via ​http://localhost:8080/rasdaman/index.html. The index.html files and other demo files are not part of rasdaman.war but they exist somewhere else (e.g: /opt/rasdaman/earthlook_demo/).

Any changes in external resource folder should not need to restart petascope by external/embedded tomcat.

There will have a new configuration in petascope.properties to specify the path to the external resource folder which Petascope will load when it starts.
