Petascope: WCS GetCapabilities adds coverages' customized metadata

According to WCS 2.0.1 standard, Table 10 — WCS CoverageSummary, it is useful to add some customized metadata from WCS GetCapabililities to give clients a quick overview of the coverages. This metadata is not the whole coverage's metadata but some customized information for overview only.
In petascope, it needs to add an XML metadata element to result of WCS GetCapabilities (this element can be extended with more children elements if needed for some specific coverages). If there are no children elements to be added, it will not show at all.
