SECORE_version 0 should point to the latest EPSG version underneath

Description
Currently, version 0 points to the first EPSG version in SECORE (version 8.5). However, it should refer to the latest version in SECORE internally whenever a newer version of EPSG is added to SECORE (especially in case of opengis.net).
