remove support for $RASDATA

Description

  1. TILES is always in the directory where RASBASE is (RASBASE location is already specified in rasmgr.conf or -d for directql)
  2. -DFILE_DATA_DIR is purely used in the installation step, but isn't considered as a compiled time constant (it's derived at runtime in 1. above)
  3. $RASDATA is also not considered anymore; if it's still specified rasdaman logs a warning that it is ineffective.
