update_petascopedb.sh should forward to migrate_petascopedb.sh

Description
Currently update_petascopedb.sh doesn't do anything. It should at least call migrate_petascopedb.sh
Ultimately we should remove either update_petascopedb.sh or migrate_petascopedb.sh, there's no reason to keep two scripts doing the same thing.
