wcst_import should escpae invalid xml characters in metadata

Description
The coverage that is produced by wcst_import is an xml document. There are some characters that are not allowed in xml (http://keylimetie.com/blog/2008/9/25/how-to-safely-escape-invalid-xml-characters/).
Since the metadata of a coverage can contain anything, sometimes these character pop up. The metadata contents should be escaped (https://wiki.python.org/moin/EscapingXml).
