WCS_Uncheck GetCapabilities test cases and validate existing xml test case

Description
Current some GetCapabilities test cases are put in known_fails, after the ticket:1419, it should have nearly standard now (expect the crsMetadata to put SECORE epsg crs lists only can be enable if ogc_test_output_optimization=true in petascope.properties).
Also need to test with xml_validation=true for other WCS xml request then it can be validated correctly.
