rasnet: rasserver is killed without cleanup?

Description
I'm not sure how is rasserver killed in rasnet on stop_rasdaman.sh, but it seems that static objects don't get to execute their destructors. See #1092 on how I fixed this in the old rasmgr.
In particular, notice that in $RASDATA/TRANSACTIONS there are transaction directories which are not removed after stop_rasdaman.sh (while with rnp they are removed).
