I came across this: https://guides.github.com/activities/citable-code/ where https://zenodo.org/ is used for the DOI issuing. Seems to be free platform (result of an EU project), and works by uploading the code to it as far as I understood.

exactly, but uploading the code is not what we want - it would lead to a duplication with all the mess of inconsistencies. We need a DOI pointing at rasdaman.org, and that seems to be only available by paying continuously.

just learnt that a simple copy of a release to Zenodo is good enough to provide us with a DOI.

after some search the only option I can find is going to mEDRA, and they take an annual fee for DOIs:
http://www.medra.org/en/terms.htm
As we cannot ensure permanent financial support for this I propose to not pursue this further.
