WSClient - Add function to manage WMS layers' downscaled collections — at Initial Version

Description
In WSClient (WMS tab → DescribeLayer), one should be possible to view the downscaled collections of a layer if they exist and one can delete existing levels or insert new levels.
This feature and style management should be hidden by default until one logged in with petascope admin user.
