    11Irregular (and probably regular) timeseries recipes import data with x/y/t axis order. This is inefficient - more than 2x slower for both ingestion and typical timeseries subsetting.

    3 wcst_import should detect what order is currently used in petascope for the coverage:
    4 - if it's a new coverage then use x/y/t
    5 - otherwise use whatever order is already used in the coverage
     3wcst_import should use x/y/t axis order for new coverages inserted into petascope.
